Open Science at the IIM-CSIC
Open Science represents a radical change in the scientific community's approach to the scientific process.
The concept of Open Science is based on the idea that, by using digital technologies, collaborative tools and adequately customized licenses to broadcast knowledge, we can enable and improve the collaborative work that is the basis for progress in research and innovation. Following this idea, in recent years, traditional publication of research results in scientific journals is being complemented by the distribution of knowledge at earlier stages of the research process.
The aim of this process is to make science more reliable, transparent and of higher quality by allowing for data verification; more efficient by avoiding duplication, and more in line with social challenges. Within this framework, collaboration and cooperation is fostered, as long as scientific information is freely available under licenses that allow for its use, redistribution and reuse.
At the Institute of Marine Research, we rely on our Library & Documentation Service as a team of professionals to help and support our transition to a fully open science. The use of institutional tools, such as Digital.CSIC (the Council's Open Science Repository), and their update by our Library staff allow taking steps on this direction.
So does our commitment with several Open Access Mandates developed by many public research funding bodies, which, in the last years, have included open access to research results as a pre-condition for receiving public funding for research projects.
In 2019, CSIC approved its own open access mandate, which now requires institutionally depositing metadata sets of peer-reviewed publications, accompanied, whenever possible, by the full text of the publication.
This mandate considers the collection or deposit of metadata & datasets associated with the items, unless prevented by reasons of confidentiality, security or intellectual property.
Article 37.2 establishes the obligation to make a digital copy of all publicly funded scientific articles available to the public; for this purpose, they shall be deposited in open access repositories.
The Spanish National R&D Plan, or PEICTI, is the main strategy of the Spanish Government to foster and support research & innovation in the country.
The European Union's Research & Innovation program for the 2021-2027 period extends the obligation to open access, specifying that research data must be easy to find, accessible, interoperable and reusable (FAIR).
Horizon 2020, or H2020, was the European Framework Programme (FP7) for Science & Innovation, which spanned from 2013 to 2020. In 2021 the next Framework Programme, or Horizon Europe, started.
Digital.CSIC is the main Open Source repository for all types of resources produced by the Spanish Research Council, from research papers and books to outreach and educational tools.
